Saturday 13 February and Sunday 14 February 1999
1 JURISDICTION
The 1999 ClubSport Championship is being organised and promoted by the Mini Cooper Enthusiasts Club Inc and will take place Saturday 13 February continuing Sunday 14 February 1999 in association with Fiat Club Waikato Inc and Hamilton Car Club Inc. The Championship is being held under the provisions of the National Sporting Code of MotorSport New 2ealand, Appendix 5, Schedule 1 and C and these Supplementary Regulations.
Note 1: Appendix 5, Schedule C Parts One and Two are the Standing Regulations governing these events and are contained in MotorSport Manual Edition 27.

3 EVENT ORGANISATION
3.1 The ClubSport Championship is a combination of three disciplines, a Motorkhana, an Autocross, and a Hillclimb held over one weekend, and with points from each individual event combining to determine the overall champion, as detailed in the Championship Articles.
3.2 Events shall be entirely suitable for a normal road car without the need for a sump guard.
3.3 A maximum of three (3) competitors per car is permitted.
3.4 A competitor may only enter each event once.
3.5 A teams' competition is encouraged. Teams shall consist of 3 competitors from the same club. Teams shall be nominated prior to the start of the first event. A competitor can not be a member of more than 1 team.
3.6 Additional entries may be accepted for the individual events that make up the ClubSport Championship.
4 CONDUCT OF THE MEETING (GENERAL)
4.1 Passengers: Are not allowed in any of
the ClubSport Championship Events.
4.2 Starting Order
4.2.1 All entries shall be divided into three groups of
approximately even numbers of competitors. Those competitors who are sharing a vehicle
will be placed together in one of the three groups.
Within each group competition numbers will be allocated based on receipt of entry
order with the first received entry being the highest number.
4.2.2 Within each of the three groups starting order will be
the lowest number starting first then in ascending numerical sequence.
4.2.3 For the Motorkhana with six tests each of the groups
will run first on two tests, second on two tests and third on two tests.
4.2.4 For the Hillclimb with three timed runs, each of the
groups will run first on one run, second on one run, and third on one run.
For a Hillclimb with no return road the group containing shared driven vehicles shall
be allowed to return at the end of an appropriate group.
4.2.5 Far the Autocross with three timed runs each of the
groups will run first on one run, second on one run and third on one run.
4.2.6 Running out of order will be only allowed in exceptional
circumstances and then at the Clerk of the Course's discretion.
4.3. Timing:
4.3.1 All timing shall be with automatic timing apparatus and
shall, as a minimum, be to the nearest 0.01 second. In the event of failure of the
automatic timing apparatus, manual timing may be used as a backup.
4.3.2 .In the event of timing equipment failure or as a result of
instruction from the Clerk of Course a competition will be allowed a re-run.
4.4 Force Majeure:
If due to Force Majeure, the required minimum number of Hillclimb/Autocross runs
and/or Motorkhana tests can not be completed the appointed MotorSport New 2ealand Steward
has the authority to approve the reduction of the minimum requirements to a
minimum of 2 timed Hillclirnb runs, 2 timed Autocross runs, and 4 motorkhana
tests.
5 MOTORKHANA
5.1 Venue: Waikato Regional Airport, Airport
Road, Hamilton
5.2 Event: Six Motorkhana tests selected from those published
in the MotorSport New Zealand ClubSport Organiser's Handbook issued July 1997, contained
in these regulations as Appendix 1 and run in accordance with
the Supplementary Regulations - Part One. The event will consist of two timed runs per
test, with the fastest time per test counting towards the results. All tests will be run
on a grass surface. 1f due to weather conditions this venue can not be used, the tests
will then be run on a tarseal surface.
At least two tests will be run at a time.
5.3 Time: The event will start at 8.00 am Saturday 13 February
1999.
5.4 Organisation:
5.4.1 Part 2 of the Supplementary Regulations shall contain
full details of venues (including location map), surfaces and tests (diagrams and
procedures, including marker locations to the nearest metre and boundaries of driving
surface).
5.4.2 Course markers shall be at least 45 cm tall, shall not exceed
30 cm square at the base, be distinctively coloured and constructed so as not to damage
vehicles on contact. Garages may have only one intermediate marker per wall, and shall be
at least 8 m by 4 m. Gates shall be at least 3m wide. Minimum spacing of slalom markers is
10m.
5.4.3 Tests: Tests shall be selected from those contained in
the ClubSport Organisers Handbook.
5.5 Conduct of.the Meeting:
5.5.1 Competitors shall have two attempts at each test, with
their best performance in each counting towards the results.
5.5.2 Vehicles must start all tests from a standing start,
wholly within the boundaries of the start garage with the vehicle no more than 100 mm
behind the start line.
5.5.3 The start line is defined as the line across the exit
from the start garage or a line as close to that line as the operation of the timing
apparatus permits.
5.5.4 The finish line is defined as the line across the entrance to
the finish garage or a line as close to that line as the operation of the timing apparatus
permits.
5.5.5 Timing ceases when the first portion of the vehicle
travelling in the direction required by the test, crosses the finish line.
5.5.6 After crossing the finish line, the vehicle must halt
completely within the boundaries of the finish garage without reversing its direction of
travel.
5.5.7 Placing's far the meeting will be decided using the
total times including any penalties. The winner will be the competitor with the lowest
total time.
5.5.8 In the event of a re-run the competitor shall be re-started
immediately.
5.6 Penalties
5.6.1 Permanent displacement of a marker, or vehicle not correctly
garaged 5 seconds. No re-runs.
5.6.2 Incorrect method, failure to start or complete a test, failure
to stop completely within the boundaries of the finish garage Slowest
competitor's time (including any penalties that person may have incurred), plus five
seconds.
6 AUTOCROSS
6.1 Venue: Waikato Regional Airport,
Airport Road, Hamilton
6.2 Event: The course will be run as per the diagram detailed
in Appendix 2 of these regulations. The surface is grass. The
event will consist of one untimed run and a minimum of three timed runs, with the fastest
timed run counting towards the results.
6.3 Time: The event will start 45 minutes after the completion
of the final motorkhana test.
6.4 Organisation:
6.4.1 Autocross will be run on a marked-out course an a
surface which may be sealed or unsealed. The course plan is free, provided no straight
exceeds 200 metres in length. One run of the course may comprise of more than one lap.
6.4.2 Part 2 of the Supplementary Regulations shall include
full details of venue (including location map), surface material, starting method
(standing or flying), number of laps, timing method, and possible penalties.
6.5 Conduct of the Meeting:
6.5.1 The start and finish lines are to be marked and remain
in the same position far the entire event.
6.5.2 In the event of a re-run the competitor should be
re-started immediately.
6.6 Penalties:
6.6.1 Starting before being instructed to, causing a mis-time
through collision with finish line timing equipment, completing insufficient laps, or
gaining an unfair advantage by not following the proper course - Disqualified from
run (no time no re-run permitted).
7 HILLCLIMB
7.1 Venue: Sainsbury Road, Pirongia
7.2 Event: A tarseal Hillclimb of approximately 1.3 km. The
event will consist of one untimed run and a minimum of three timed runs, with the fastest
timed run counting towards the results.
7.3 Time: The event will start at 9.00 am Sunday 14 February
1999. Venue location maps will be forwarded with notification of acceptance of entry.
7.4 Organisation:
7.4.1 The Hillclimb may be on a sealed or unsealed surface,
predominantly uphill, and shall be more than 800 metres in length.
7.4.2 Part 2 of the Supplementary Regulations shall include full details of
venue (including location map), surface material, timing method, and possible penalties.
7.5 Conduct of the Meeting:
7.5.1 Vehicles must start from a standing start, less than 1
metre behind the start line.
7.5.2 The start and finish lines are to be marked and remain
in the same position for the entire event.
7.5.3 In the event of a re-run the competitor should be
re-started as soon as possible.
7.6 Penalties:
7.6.1 Starting before being instructed to, causing a mis-time
through collision with finish line timing equipment, or gaining an unfair advantage by not
following the proper course Disqualified from run (no time - no re-run
permitted).
8 ENTRIES
Entries open with the publication of these regulations and entries for the Championship close at 5.00 pm Monday 18 January 1999.
Late entries may be accepted until 5.00 pm on Monday 1 February 1999.
Entry fee far the Championship is $95.00 per competitor inclusive of GST and MotorSport New 2ealand Levies.
Late entry fee is $150.00 per competitor inclusive of GST and MotorSport New Zealand Levies.

Entries will be accepted far individual events, but preference will be given to ClubSport Championship entries. The entry fee for individual events is as above.
NO "ON THE DAY" ENTRIES WILL BE ACCEPTED.
Entries are to be made an the correct form and to be deemed valid must be complete in all details, accompanied by the appropriate fee, and forwarded to:

The organisers reserve the right to refuse any entry in accordance with the prescribed provision of the National Sporting Code. Phone or Fax entries will not be accepted.
Competitors sharing a vehicle must inform the Secretary when submitting their entries.
Team entries (3 competitors from the same club) will be accepted until the start of the first competition event. No substitutes will be allowed.
Notification of acceptance of entry will be pasted no later than Wednesday 20 January 1999.
The organisers reserve the right to abandon the event far any reasons of safety or "Force Majeure". The maximum number of entries accepted for each event will be 50, accepted in order of entry.
10 LICENCES

11 VEHICLES
The scrutineering audit will be in accordance with Appendix 2, Safety Schedule A and Appendix 5, Schedules 1 and C. The following should be noted:
12 PROTESTS
Competitors are reminded of the provisions of the National Sporting Code regarding Protests.
13 RESULTS AND PRIZES
An official notice board will be at the Hamilton Car Club clubrooms. Provisional results of each days events will be posted as they are available. Prize giving will be held at the Hamilton Car Club clubrooms Sunday 14 February 1999 commencing at 7.30 pm.
14 DOCUMENTATION AND SCRUTINEERING AUDIT
Competitors must present themselves at documentation for the checking of licences and documents, and issuing of competition numbers and applicable advertising material prior to presenting the car for Scrutineering Audit. The venue for this will be at the Hamilton WOF Station, Brooklyn Road, Hamilton (apposite Claudelands Showgrounds) from 6.00 to 8.30 pm on Friday 12 February 1999.
15 DRIVER'S BRIEFING
These will be held prior to each event at the relevant venue. Attendance by all drivers is compulsory - a roll call will be taken. Failure to attend may result in a penalty as per Appendix 1, Schedule P of MotorSport New Zealand Manual, Edition 27.
16 OFFICIAL BULLETINS
May be issued in accordance with the provisions of the National Sporting Code.
17 GENERAL
Headquarters for the weekend will be the Hamilton Car Club clubrooms. Alcohol is
not permitted to be consumed at any event before or during the days competition.
Noise level as per Schedule A 3.8.
